um let me give you first uh a rundown of uh all that happened today the Prime Minister landed in uh Philadelphia after a 15 and a half hour flight from New Delhi and went almost straight away uh into a bilateral meeting with uh President Biden uh as you uh probably saw uh the meeting was held in very evocative setting at uh President Biden's personal residence in uh Wilmington uh following that uh we got down to uh the uh events related to the P Summit this as you know is the fourth in-person uh Summit of the
leaders the sixth Summit uh overall uh and uh that was held at the arir academy uh again uh when you very very closely connected with uh President Biden uh prime minister uh also uh together with the other quad leaders uh participated in the launch of uh a cancer moonshot initiative being taken by the quad leaders uh this one aimed at uh addressing the challenges posed by cervical cancer uh the uh prime minister had bilateral meetings with his other quad counterparts uh Prime Minister kishida of Japan and prime minister albanesi of Australia and the evening ended
with a dinner uh hosted by President Biden now uh some of you might recall that in my previsit uh briefing in New Delhi uh I had referred to this visit having multiple themes uh in terms of the formats that it would cover and the messages that uh it was seeking to flag and underline the formats are the bilateral the plurilateral and the multilateral format and today we've seen a mix of the first two the bilateral and the plurilateral uh format uh all of these engagements today uh have given the opportunity uh to prime minister to
put forward uh India's views and commitments for Global growth development and peace and security his uh if I can give you also uh in a sense the overarching themes that have been reflected in across the multiple meetings because we can get into uh separate meetings if you wish but uh the overall messages uh that uh have come through in all of his uh engagements have been India's emphasis on minimizing conflict and division uh leveraging uh Democratic Values even as we pursue uh development objectives and highlighting the role of technology and the digital Revolution uh in
ushering in good governance uh essentially to turn the uh disruptive features of Technology uh to good end in the bilateral meetings today all these themes found reflection in uh the interactions with uh the other leaders uh with the United States I would point to a very special feature of that bilateral meeting which was the return of uh nearly nearly 300 Antiquities uh to India so here we were talking not just about vikas but also about vasat uh in the uh plurilateral meetings today which was the quad related engagements uh prime minister underlined India's approach of
uh cooperation contact and engagement for growth uh with a variety of Partners uh in the Indo Pacific uh it was uh striking to hear uh the other coord leers acknowledge uh India's actions and also at the same time hear the their expectations uh of India which really underlines the need to continue to work and sustain this enormous trust that India has earned uh from uh its uh partners and the last thing that I would emphasize is uh the aspect of uh returning uh once again to the aspect of technology which was emphasized in both the
bilateral and the plurilateral uh formats uh the quad uh uh fact sheet which has been released uh has a number of uh references to this the bilateral meetings uh have references to this The Joint fact sheet released with the United States has uh is is uh uh also has references to uh the technology related uh cooperation we have for instance semiconductors uh related um M that have been entered into I think the main message apart from of course the uh practical value of these technology cooperation agreements uh by the Prime Minister was also the need
to prevent the malign use uh of uh technology as I said earlier to put technology to uh good use uh just to give you a little bit of uh flavor of uh some of the uh engagements uh that took place and some of the specific major deliverables uh that uh we can take away from just uh this uh day uh in the uh bilateral meeting with uh President Biden uh and uh also in the uh quad uh Summit uh prime minister uh thanked uh President Biden uh profusely for hosting the summit and for his leadership
of the Quad uh in recent times and his personal commitment uh to strengthen the quad as a force for Global good uh in fact uh the Prime Minister uh today uh referred to the uh quad uh in a very very uh evocative uh way he called it uh quick unified assistance delivery and uh the other members of the quad uh in fact uh said that uh they finally understood what quad really signified uh and uh stood for um the uh prime minister also uh mentioned that uh at a time when the world is uh ridden
with uh tensions and conflicts the coming together of these four quart Partners uh with shared Democratic uh values is important an for uh Humanity uh he said the cord was here to stay to assist to partner and to complement the efforts of the indopacific uh countries the leaders took stock of the progress uh that had been achieved by the quad over the last uh one year and set forth an ambitious agenda for the next year and as you all know uh India will be hosting the quad Summit in uh 2025 uh amongst the uh major
uh announcements uh from this particular edition of the Quad one I have already referred to which was a separate sideline event uh at the summit which is the quad cancer moonshot which is a groundbreaking partnership to address the challenges posed by uh cancer and in this particular instance by cervical cancer the partners also launched the first ever quad at sea ship Observer Mission uh this will take place in 2025 to improve interoperability and uh Advanced Maritime safety between our respective coast guards across the indopacific uh the quad indopacific Logistics Network project will pursue uh shared
airlift uh capacity among our Nations and leverage our Collective logistic strengths to support civilian response to natural disasters more efficiently and more uh rapidly uh the quad ports of the future partnership uh will harness the quad's collective expertise to support sustainable and resilient Port infrastructure development across the indopacific partners will share with each other practices that ensure that our ports are able to maintain an acceptable level of service and infrastructure to ships uh especially in the facee of disruptions a semiconductor Supply chains contingency network uh memorandum of cooperation uh has been announced that would leverage
the compliment strengths of the Quad Partners to realize a diversified and competitive market and enhance uh quad resilience in semiconductor Supply chains uh of course uh there was uh discussion of multiple Regional and and uh Global issues and amongst them the need for the reform of the multilateral system of governance uh including uh the UN security uh Council uh just to give you a snapshot of India's uh own uh initiatives at this particular uh edition of the cord uh the you know about uh India's leadership uh by way of digital public infrastructure uh the quad
leaders on this occasion welcomed the quad principles for development and deployment of digital public infrastructure uh they will uh work to provide Equitable access and improve Public Service delivery uh at scale the Prime Minister announced a grant of uh $7.5 million us for making available HPV sampling kits detection kits and cervical cancer vaccines uh to countries in the indopacific as part of the cancer moonshot initiative uh India will also offer technical assistance and capacity building on DPI in Cancer Care to interested countries from the indopacific through its commitment of $10 million to the who's Global
initiative on digital Health uh there's a commitment from the serum Institute of India in partnership with gav and the quad uh to support order of up to 40 million HPV vaccine doses for the indopacific region uh India will also invest $2 million in setting up new solar projects in Fiji commos Madagascar and sels uh the quad Partners agreed to launch a maritime Initiative for training in the indopacific it's called matri to enable indopacific Partners to maximize tools provided through ipda and other uh quad uh initiatives uh last but not least uh India announced a new
category of scholarships for students of the indopacific region that would enable them to pursue 4-year uh bachelor's level engineering programs at uh Indian government funded uh technical uh institutes uh yes one more point I would like to make India will host the inaugural cord ports of the future partnership conference uh next year which will harness the quad's expertise to support uh sustainable and resilient uh Port infrastructure development uh across the uh Indo Pacific um apart from uh the uh quad uh event uh let me uh cover very quickly uh some themes uh in the uh
prime minister's meeting with President Biden uh as I had uh previewed in my uh briefing uh earlier this week uh both sides on the occasion of this meeting exchanged agreements pertaining to the deposit of the instruments of ratification for uh pillar three and pillar four uh of the uh ipf uh uh and the overarching agreement uh thereof uh foreign minister uh Dr ja Shankar and Secretary of State uh Tony blinkin also exchanged the agreement uh pertaining to a bilateral drug policy framework and the accompanying uhou uh during the meeting itself uh both sides discussed at
length the ever expanding uh agenda of the uh India us comprehensive Global strategic partnership uh which has left uh no aspect of human endeavor uh untouched uh they discussed ongoing cooperation in Tech technology uh in clean energy in space uh our engagement in uh defense and uh security uh and of course the regional and uh Global uh situation uh prime minister uh thanked uh President Biden for his pioneering role in strengthening the India us partnership over the last four years in particular he highlighted President Biden's uh Legacy initiative uh of the initiative on critical and
uh emerging uh Technologies uh there is a joint fact sheet that has been released uh with regard to the India us part of it I'm sure all of you have it so I won't go into the details uh of uh the fact sheet I just flag a few uh for instance the uh us India road map to build safe and secure Global clean energy Supply chains under this the United States has agreed to leverage uh nearly $1 billion in multilateral ibrd funding guarantees uh this is to accelerate the expansion of safe and secure clean energy
Supply chains through us and Indian manufacturing of Clean Energy Technologies and components uh the uh leaders also welcomed uh progress between India's national investment and infrastructure fund and the US International Development Finance Corporation to provide up to $500 million each to Anchor the green transition fund as well as encourage private sector investors to match uh these uh efforts uh President Biden welcomed India's decision to set a uniform GST of 5% on the mro sector and uh we welcomed uh commitments from us industry to further increase in India's mro capabilities for the repair of uh aircraft
and other uh platforms um just let me um give you a brief snapshot of the prime minister's two other meetings with uh prime minister uh kishida and uh prime minister uh albanesi uh with uh prime minister kishida and as you are aware it was in the nature of a farewell meeting given the party elections that are scheduled uh later this uh month uh in Japan uh prime minister appreciated uh uh in a very fullsome fashion the contribution to the bilateral relationship that has been made by prime minister kishida uh next year is also the 10th
anniversary of the India Japan special uh strategic and Global uh partnership and it was agreed that uh this should be uh marked in uh an appropriate fashion uh the two sides discussed economic cooperation and the progress of investment under the 5 trillion yen investment program that Japan has announced uh cooperation uh on uh semiconductors and the setting up of Japanese industrial centers in India was discussed and the was also reference to the growing uh defense cooperation uh as well as peop to- people exchanges uh between the two countries with uh prime minister albanesi uh 2025
also happens to be the fifth anniversary of the comprehensive strategic partnership between India and Australia there was a uh reference to the uh progress made under uh ecta and the impact that it was already having on trade between the two countries and the steps that the two sides were taking to conclude even more ambitious economic cooperation agreements such as the seika uh there was uh discussion on uh cooperation in uh defense and uh security related uh issues and the potential uh in cooperation in space and critical uh minerals so uh as you can see it's
been a full day uh and uh we are already into the following day uh but let me stop there and uh if you have any questions I would be happy to take them uh Ambassador would you like to add anything thank you okay can we start with Prashant uh sir Prashant of the Hindustan times if I made two questions sir uh the first is about iset this is an initiative you were closely involved with in your previous role as well we have seen semiconductor Investments in the assembly testing packaging space and in research but today's
fact sheet talks about Fab it talks about this being a watershed agreement and it talks about the US space force and two Indian companies uh engaging in a strategic technology partnership could you give us a sense of the significance of this and is this going to be India's first national security Fab uh the second question sir is on China the US National Security adviser in the morning before the meeting talked about about how China will be a subject of discussion in the bilateral with President Biden the quad declaration compared to Hiroshima last year seems to
have employed stronger language and developments in South and East China see could you give us a sense of the conversations in China both in the bilateral and flatal space thank you sir take more question M aushi sir good evening this is aayush shal from Ani I I also have two questions one on Russia Ukraine uh how much was Russia Ukraine conflict discussed with President Biden during the bilateral and was there any kind of Peace proposal that was presented from India side when it comes to resolving the conflict second uh uh an additional question on China
how much was Chinese aggression in the South China he discussed with President Biden during the bilateral thank you please this is Amit pal Singh from D rashan so my question is did Bangladesh come up for for discussions and if you could share the Contour of the discussion okay um let me take those questions uh I think uh Prashant your question about the um uh new uh Fab related uh announcement that's been made uh in uh this joint fact sheet between India uh and the United States um as you know uh this company uh the Indian
company uh in this case uh third itch uh is uh a pioneering company and it's been uh working uh for uh the last few years in close cooperation uh with uh government of India entities as well as with us uh entities uh in this case as you have pointed out uh there is uh a partnership uh between third ITC bhat semi uh and the US uh space force uh and this is a uh a different Fab in the sense that uh this has been established with the objective of manufacturing infrared gallium nitride and silicon carbide
uh semiconductors uh and it will be supported by the Indian semiconductor Mission as well as the Strategic technology partnership I think what this uh represents is the first the uh increasing uh and very substantial uh design as well as manufacturing capacities that are latent in India's semiconductor uh sector uh we have always been known uh as a repository of uh design talent in so far as semiconductors are concerned but this shows that we are breaking out into the fabrication part of it and with the right support the right incentives and the right access to technology
and Partnerships from abroad uh Indian startups can actually make a global uh Mark now on this in this case obvious obviously there are uh uh National Security uh elements involved on on both sides there will be applications uh of the uh products uh in uh National Security uh areas uh whether you can call it a national security Fab I will leave the uh labeling and the adjectives to you but uh yes I would say that this is an enormously encouraging development and we are sure that uh there are many more such startups uh that are
capable of reproducing what these companies involved in this particular uh uh Venture have uh done um I think a lot of you have uh in in your questions have have uh wanted to know about the content of the uh discussions and have pointed to uh specific countries or uh situations uh uh in so far as the quad discussions as well as the bilateral discussions are concerned uh look I think I should uh make it clear that uh these uh discussions uh are uh by their uh very nature all encompassing discussions when either two leaders meet
or the four leaders of the Quad meet so all subjects are up for uh discussion uh perhaps some receive more emphasis uh than uh others but uh all subjects are open for discussion uh different leaders uh in the cord bring emphasis to different aspects uh and that is what uh brings a certain amount of uniqueness to uh quad as well I will not go into uh who said what uh because these are in a sense uh privileged discussions but you get a sense of the uh areas in which there is uh commonality of views by
going through the uh uh declaration that was issued uh at the conclusion uh of the summit uh in so far as uh this specific question of a peace proposal related to the Russia Ukraine conflict is concerned I think I had answered a similar question in uh the previsit briefing in uh New Delhi as well uh I want to again uh underline that uh we are involved in a uh set of ongoing conversations with interlocutors uh on all sides uh it is uh uh uh obviously uh the people see value in India's engagement uh in uh
these uh conversations and we are able to talk to multiple interlocutors uh and uh this is not something that is uh is going to uh have uh an outcome uh in in the present stage because there is uh still quite a bit of work that remains uh to be done uh as in when there is something in the nature of what you have suggested uh we will uh come back to you but at the moment these are uh very important conversations that are going on with uh multiple people on on all sides of this uh
conflict uh you mentioned uh whether there was a question on whether there was a reference to Bangladesh in the discussions look uh as I said these discussions cover uh subjects that are in the in the region uh they may be of bilateral interest to one party uh or the other but they do have uh significance beyond the region as well and in this context a number of uh situations came up for discussion Bangladesh also figured uh in the uh discussions uh and uh there was an exchange of views uh with regard to uh the uh
situation there um uh techology disruptive destructive uh uh meetings Tey military uses or technology disruptive dangerous uses uh constructive [Music] constructive or prod me Manish Manish Chan the India rights network uh foreign secretary the I'm talking about the the positioning and branding of quad as a force for Global public good prime minister in statement also said that not directed against any third country was there a meeting of mind's concerence on that because if we go by the statements of the US officials and also the Japanese prime minister there was a lot of talk about Chinese
aggression and assertiveness and my second question is about the atmospheric of prime minister modi's meeting with Joe Biden from the images we saw on television uh he clasped his hands and spent quite a bit of time you know a few minutes I would say uh what was their Message personal if you could give us some insight into uh some privileged glimpse of what was discussed we have a question here m namaskar s sha so okay you have question uh yeah I'm shindu from DD India uh there's a first ever quad at Sea uh ship Observer
mission that has been mentioned uh what is the scope of it uh when we talk about interoperability and advanced Maritime safety is there also a mandate to uh defend uh partner countries given the number of skirmishes uh in the sea lately thank you sir so um with regard to the um question on uh the positioning of quad uh as a uh Force for uh good um I think this is the uh basis uh of uh uh in a sense uh it's the theme uh that defines India's participation uh in uh the quad uh doing more
good for more people uh and uh uh engaging on a constructive uh agenda uh not standing against anything but standing for something uh these are all themes that uh have been reflected again and again uh in uh India's interventions uh in the quad uh it was was striking to see uh during the course of uh the uh discussions uh today uh the amount of uh interventions or the number of interventions that uh India has uh made uh not just in what you might call uh its uh closed periphery but far off uh into the uh
Pacific uh Islands uh we have projects in in uh being undertaken in nearly every uh uh Pacific uh Island so uh the and the kinds of uh projects uh that uh are there whether these are hospitals or the construction of clinics or the supply of water treatment plants or the supply of ambulances or medicines these are all aimed at human good and uh I think uh every one of our initiatives is has this as the theme and uh it was heartening in fact to see uh the other cord leaders uh acknowledge and appreciate the uh
initiatives that India was taking and the kind of work uh it was uh doing in this regard as to the atmosphere in uh the meeting with uh president uh Biden uh as I said uh earlier as well uh it was indeed a a a an emotional uh moment uh prime minister was aware of the fact that uh in a sense it was a farewell meeting uh with uh President Biden and the fact that it was taking place uh at his uh personal residence made it all the more special uh and uh uh in fact he
he mentioned to him uh that in India we say and he said that you know you have today opened uh the uh doors of your home to us uh the fact that the doors of your heart have been opened to us has been known for a long time so there was a very very very personal and a very emotional connect between the two leaders and the setting of the meeting itself uh was uh very special as I mentioned to you the uh in so far as the return of the Antiquities uh is concerned three of
those Antiquities were actually up for display in President Biden's residence and the two leaders were able to uh uh inspect the Antiquities uh there and take a look at them uh there so uh so it was a very very special meeting in in all uh respects uh pran ormit leader austral achievement uh yeah Shu your question on the uh quad at Sea uh ship Observer uh Mission uh essentially uh you know the uh US Coast Guard the uh Japan coast guard the Australian Border force and the Indian coast guard have uh come together to launch
this uh particular initiative uh in 20125 uh in the indopacific primarily to improve interoperability uh and through this uh effort uh I'm just giving you one line of action uh because these are all of these are uh new ideas and they are therefore iterative uh processes there will be learnings from the first that will go into a a future edition of these uh initiatives so in this one the members of these four uh different forces uh will spend time on board a US Coast Guard vessel uh operating in the uh indopacific uh and uh as
the name suggests this is an observer Mission and uh there will be obviously uh certain amount of learning uh about uh practices procedures uh and uh and tactics and uh the idea is to uh see uh what are the best practices that we can learn uh from other uh uh similar uh forces and uh this is the first mission the intention is to is to learn and and continue these missions in the uh Indo Pacific I think we have we come to the closure of this briefing we'll keep you updated as the visit progresses thank
you very much all right we were watching live press conference by Ministry of external affairs from New York where foreign secretary vickram smri briefed media on ongoing PM modi's us visit foreign secretary said that the visit had multiple themes bilateral pureral and multilateral he said in the bilateral meetings especially us major significance was the return of nearly 300 Antiquities to India the discussion focused on maintaining Global Peace and security held also he spoke about some of the engagements and said how PM Modi thanked president B for holding the quad Summit he said he used a
new acronym for Quad which was quick unified assistance delivery and quad was there to stay Prime Minister Modi said and India will be holding the quad Summit in 2025 he also spoke about the cancer moonshot initiative which was launched by quad leaders to prevent detect treat and alleviate the impact of cervical cancer he also said quad underlying the need to establish Indo Pacific inclusivity and prosperity as the grouping's shared priority he said Prime Minister Modi also mentioned about shared values for development of humanity and time now for a short break we'll be back in a
