to do that because if they were not allowed then they will be suffocated from making decisions I mean the key other people we set policy for what needs to be achieved by any institution alive to the fact that in the absence of accountability where you've got to ride our levels of discretion you are likely to end up with undesirable outcomes at the end I think that is ready in terms of technically speaking what the real crux of the matter is because you didn't with institutions that are trying to serve more than 50 millions of Africans
every day and the people who are handling the resources and the assets to say to the achievement of those goals are also large in number so if there is no real accountability to ensure that as they apply the discretion that they are required to apply there is proper oversight and Covenants Authority - and I think if that can be established and can be applied with radar with all the key players involved in it we'll probably end up with different outcomes
