The lack of adequate, well located housing, is a problem that affects thousands of people in São Paulo. To address the housing deficit the Master Plan established guidelines and priority actions to implement the right to decent housing, especially for the low-income population. Five types of zones were defined, called ZEIS - Social Interest Special Zones, areas with specific rules for construction of housing for the low income population, with the focus on families with earnings of up to 3 times the minimum wage.
Areas with presence of slums and predominance of low income population. Places where land regularization will be promoted through Urbanization Plans. Areas with unbuilt or underutilized land or lots, suitable to the construction of Social Housing.
Regions with idle or deteriorated real estate, located in places with good structure of services and urban equipment. Unbuilt land and lots, located in áreas of protection for the city`s water springs and reservoirs, which may be fit to urbanization for resettlement. Areas with empty or underutilized lots in places with good supply of services, equipment and urban structure.
Where will the funds for construction of new housing come from? At least 30% of resources raised from grants, amount paid by those who build in addition to the basic coefficient, is intended for the purchase of well located land. In addition, at least 25% of the resources raised in large projects such as Urban Operations, should be reverted to popular housing, in the same area of the Operation itself.
Another way to promote affordable housing will be guaranteed by the Solidarity Quota. New ventures that exceed 20,000 m2 in computable construction area, shall donate 10% of their own constructed area for creation of new Social Housing. Three other alternatives are: to donate the equivalent of 10% of its area in another location; to make a donation of a plot; or even donate 10% of the value of the land to the FUNDURB, Urban Development Fund.
To achieve the goals set out in the Master Plan, the Municipal Housing Plan shall be drawn up, in a participative way, which will articulate housing assistance programs, financing strategies, priority areas, democratic management to reverse the housing deficit. The result of this sum of actions is a more plural São Paulo, more just and balanced, thus making effective the right to the city and to decent housing for all. A more human São Paulo.
