With a quorum present, and the honorable representative of the Public
Prosecutor's Office in attendance, under God's blessings, I declare this ordinary session open. I justify the absence of the honorable Counselor Daniela Barbalho due to force majeure and of Counselor Julival Rocha, also due to force majeure, and substitute Counselor Milene Cunha due to an institutional commitment. I submit to the plenary for deliberation the minutes of the ordinary session of October 13th. Counselor Lourdes Lima, Counselor Cipriano Sabino, Counselor Luiz Cunha, agreed. I also agree with the minutes. I inform you that, for items 1 and 2 of the agenda, the responsible parties, interested parties , or attorneys have
been duly notified of this trial session, with the right to floor ensured should they wish to provide oral arguments. Should they not be present or represented, their absences will be recorded in the minutes of this session, and I request the secretary to begin. The agenda. >> Good morning to everyone. Item one on the agenda is case 3938 of 2025, which concerns the accountability of the agreement signed by the Federal University of Pará with the State Secretariat of Science, Technology, Higher Professional and Technological Education of Pará (SECTEC), with the intervention of the Foundation for the Support
and Development of Research ( FADESP). The person responsible for these accounts is Mr. Roberto Ferraz Barreto, and the reporting counselor is his Excellency, substitute Counselor Daniel Melo. >> The floor is yours, illustrious rapporteur, his Excellency, substitute Counselor Daniel Melo. >> Thank you, Counselor Fernando Ribeiro, President of this court. I greet the doctor from the Public Prosecutor's Office, Dr. Daniele Costa. A very good morning, Your Excellency. I greet their Excellencies, the counselors, our dean, Counselor Lourdes Lima. Good morning. Good morning to Counselor Cipriano Sabino, vice-dean. Counselor Luiz Cunha , brave heart. I greet my peers, or
my substitute peer today, Dr. Edivaldo Souza. And by greeting Jorginho and Alan, I greet all the civil servants who support this session, and all those who are watching or listening to us. These records concern the review of accounts for Agreement 37 of 2022, entered into by the State Secretariat of Science, Technology, and Technical and Technological Education (SETET) and the Federal University of Pará, with the intervention of the Foundation for the Support and Development of Research (FADESP). Under the terms of item 3.3 of the instrument, the intervening party was responsible for the administrative and financial management
of the funds received, the responsibility for which, at the time, fell to Mr. Roberto Ferraz Barreto, then executive director of FADESP. The purpose of the agreement was to financially support the execution of extension actions for the identification, mapping, and strengthening of territorial learning experiences. Collective action and popular resistance, led by subjects from the Amazon, from the perspective of territorial development based on the execution of a parliamentary amendment. Agreement 37 of 2022 was signed for a total value of R $ 630,000, valid from June 29, 2022, to June 28, 2024. After the initial instruction, the Third
Management Accounts Comptroller identified irregularities related to the formalization of intern hiring, the absence of receipts for third-party service expenses and specification of FADESP's operational expenses, lack of certification on some documentation, failure to maintain the specific bank account for the agreement after its expiration, and expenses incurred in amounts exceeding those provided for in the application plan. Thus, the technical unit recommended approval with reservations. Duly summoned, Mr. Roberto Ferraz Barreto, through FADESP, presented a defense with supplementary documentation, maintaining that the identified failures stemmed from procedural issues related to the organization of the rendering of accounts. Regarding the
maintenance of the active current account, the defendant clarified that it was a necessary management measure to enable the final bank reconciliation and safeguard the possibility of receiving any per diem reimbursements and other remaining transactions linked to the execution of the agreement. Regarding operational expenses, he argued that the administrative fee allocated to FADESP is legally supported by Law 8958 of 1994 and Decree 8241 of 2014. Finally, he highlighted that the application of the funds fully observed the objective of the agreement, with no diversion of purpose or loss to the public treasury. In a supplementary technical report,
the third CCG considered the previously identified irregularities partially resolved. However, pending issues remained regarding the absence of documentation proving the hiring of interns and expenses with third-party services, as well as the lack of specification of FADESP's operational expenses and the maintenance of the agreement's bank account after its expiration. In light of this, the technical unit suggested the judgment of regular accounts with reservations for which Mr. Roberto Ferraz Barreto is responsible. Upon submitting the records to the Public Prosecution of Accounts, it deemed State Decree 3302/2023 inapplicable, as it is a regulation subsequent to the signing of
Agreement 37 of 2022. Given that its retroactive application would worsen the situation of the responsible party. Regarding the remaining documentation flaws, it concurred, in summary, with the technical unit, in that the irregularities did not compromise the materiality of the expenses. Thus, it opined for the regularity with reservations of the accounts under the responsibility of Mr. Roberto Ferraz Barreto, suggesting the issuance of recommendations at the end. This is the report. Mr. President, Madam Councilor, fellow Councilors, >> greeting our Councilor Odilon Teixeira, I offer wishes for much health, peace, happiness, and everything he deserves, not only today
on his birthday, but for all the days of his, I hope, long life. And I grant the floor to Her Excellency , our Accounts Prosecutor, Dr. Daniele. >> Good morning, President. Good morning, esteemed Councilors. Councilor Lourdes, Councilor Cipriano, Councilor Luis, Councilor Odilon, whom I also congratulate in advance for his birthday today. Good morning also to the substitute councilors, Dr. Daniel and Dr. Edivaldo. President, the Public Prosecution of Accounts requests that the floor be granted when necessary, if you please. And in this specific case, I hereby ratify the opinion. Thank you. Thank >> you, Dr. Daniele,
I place the matter under discussion. If no one wishes to discuss it, I return the floor to the distinguished rapporteur for his proposed decision. >> Thank you, President. Taking this opportunity and before entering into the proposed vote, I also want to especially greet Councilor Odilon Teixeira on his birthday, and also another happy coincidence, right? Just as Councilor Lourdes Lima's birthday coincided with the arrival of the saint to this house. Councilor Rosa Egidia's birthday with the day of the Círio. Dr. Odilon's birthday is Teacher's Day, right? And Dr. Odilon is also for us, he represents for
us a teacher. Given his mastery in conducting his work, his craft, his professional activity, he mirrors us and serves as a teacher to us all. My congratulations, Councilor Odilon Teixeira, on your birthday. May God bless you and grant you much grace, peace, prosperity, and a long life to Your Excellency and your family. My congratulations, my friend. Okay? Be well and be happy. Let us proceed to the proposed vote. Preliminarily, it is considered that the rendering of accounts for Agreement 37 of 2022 was submitted in a timely manner to this court. Observing the deadline set forth
in Article 142 of the internal regulations of this Court of Accounts regarding the formalization of the agreement, the instrument includes the essential and mandatory clauses for designating the person responsible for monitoring, control, and oversight activities, as well as the requirement to issue a conclusive report. Furthermore, it includes the work plan with an application plan and disbursement schedule, as determined by Resolution 1945 of 2022 of this Court of Accounts. The Third CCG and the Public Prosecutor's Office for Accounts opined for the accounts to be judged with reservations due to the occurrence of formal improprieties in the
accountability statement. In summary, they pointed out the absence of internship hiring forms and some receipts for expenses with third-party services, the lack of detail on FADESP's operational expenses, and the maintenance of the agreement's bank account after its expiration. However, they highlighted that these flaws do not compromise the identification of the causal link between the expenses incurred and the resources received, and the execution of the agreement's object has also been demonstrated. Thus , there was no verification of deviation of purpose or damage to the public treasury subject to sanctions. Regarding the terms of the internship agreement.
The absence of the documents constitutes, in the case under analysis , a flaw of a formal nature. As highlighted by the Public Prosecutor's Office for Accounts, all interns were identified by name, and the respective payments were proven through bank statements from the specific account of the agreement, allowing for the identification of beneficiaries and the linking of expenses. to the execution of the agreement. Therefore, the impropriety is restricted to the formalization of the link, without compromising the proof of the expense or its connection to the covenanted object. Regarding third-party services, although an internal request form was
presented instead of an invoice and receipt, the payment was made via traceable bank movement in the specific agreement account during its term, supported by a request attested by the project coordinator and accompanied by the receipt of applicable taxes: Withholding Income Tax and INSS. and ISSQN to the respective competent entities. Thus, although such elements do not replace the tax documents required in the specific case, the link between the expense and the execution of the object remains demonstrated. Regarding FADESP's operational expenses , the absence of a detailed spreadsheet of indirect costs characterizes a deficiency in document completion
and transparency regarding the methodology used to calculate the reimbursement, constituting an impropriety that warrants a reservation and recommendations. Regarding the incurring of expenses exceeding the limits established by category, it is verified that the expenditures remained within the total agreed value and were allocated strictly to the purposes provided for in the project. Furthermore, FADESP timely submitted a formal request for authorization to the grantor for the reallocation of budget items and the use of financial income, demonstrating the foundation's good faith, even though the State Secretariat for Science, Technology, Technical and Technological Education ( SETET) did not address
the issue. Finally, maintaining the bank account after the agreement's term expired resulted in the accrual of bank fees. Although this measure did not strictly follow the expected procedure for the financial closing of the agreement, the financial impact of these fees is of low materiality given the overall value of the agreement, making the imputation of a debit unreasonable. Based on the above, I agree with the technical unit and the public prosecutor's office, and I propose that this honorable plenary judge the accounts of Mr. Roberto Ferraz Barreto regarding Agreement 37/2022 as regular with reservations, pursuant to Article
56, item II, of Supplementary Law 81/2012. I recommend that the Foundation for Research Support and Development (FADESP), in future agreements, improve its control and procedural organization routines by instructing administrative processes with all required formal and supporting documents, in order to avoid the occurrence of formal improprieties such as those observed here. B. Prepare a detailed spreadsheet demonstrating the costs related to operational expenses to ensure transparency and reliability in the reimbursement calculation methodology; and C. Refrain from executing expenses above the agreed limits, as well as from reallocating balances or using financial investment returns without prior and express
authorization from the granting body, even if the overall value of the agreement remains unchanged. And three, recommend that the State Secretariat for Science, Technology, Technical and Technological Education (SECTET), as the granting body, timely assess and respond to requests regarding the management of agreement resources by the intervening parties during the execution of the agreements. This is my proposal, Mr. President, and fellow councilors; I also take this moment to greet Councilor Rosa Egídia. Good morning, Your Excellency. I ask the councilors if there are any dissenting votes. Seeing none, they also join the rapporteur in judging the accounts
as regular with reservations and recommendations. I greet Councilor Rosa Egídia. Good morning, Your Excellency. And Dr. Sábato Rossete, who is also present here in our plenary, and I ask the secretary to proceed with the agenda. >> Item two on the agenda is case 8257/2024, which addresses the accountability of the Economic Development Fund of the State of Pará for the 2023 financial year, with Ms. Eliete de Fátima da Silva Braga listed as the responsible party. Reporting by His Excellency, Substitute Councilor Edivaldo Souza. >> You have the floor, distinguished rapporteur, His Excellency Substitute Councilor Edivaldo Souza. >>
Thank you, Mr. President. Councilor Fernando, good morning. Your Excellency , Prosecutor of Accounts Daniele Costa, good morning. Councilor Loures Lima, dean of the court, good morning. Your Excellency, Councilor Cipriano Sabino, Councilor Luís Cunha, President of the court. A special good morning to the noble Councilor Odilon Teixeira, who celebrates his birthday today. I would like to place on record, Odilon, many blessings in your life, and may you always continue to be this benchmark person, both professionally and personally, as you serve as a reference for all of us. Congratulations, Councilor Odilon. Councilor Rosa, good morning. Your Excellency,
as well as Councilor Daniel, Substitute Councilor Daniel, and everyone following our session today. These proceedings concern the management accounts of the Economic Development Fund (FDE), carried out through a scheduled audit for the 2023 fiscal year, totaling R $ 28,991,140.90. R $ 140.90, under the responsibility of Ms. Eliete de Fátima da Silva Braga, the highest-ranking official of the audited unit from January to December 2023. In the audit report, the technical unit identified, in summary, the following findings: overvaluation of assets due to the maintenance of registered credits without the corresponding write-off or accounting adjustment, in disagreement with
Law 4320 and the Accounting Manual Applied to the Public Sector; limited public access to information regarding voluntary transfers and a breach of active transparency standards provided for in Law 12,527 as well as in State Decree 1359 of 2015. Furthermore, a discrepancy was identified between institutional planning and the results achieved, indicating poor performance of actions provided for in government planning instruments. And finally, inconsistencies in conducting daily compliance in disagreement with AGE Ordinance 1228. During the procedural instruction, the Planning Secretariat, in an official letter sent to this court, presented clarifications and proved the adoption of corrective measures,
which, according to the technical unit, were not sufficient to fully resolve the identified improprieties. In these terms, the technical unit opined for the regularity with reservations of Ms. Eliete's accounts, based on Article 56, item II, of Complementary Law 81/2012, our organic law. It also proposed the issuance of a determination for the review of accounting entries related to the write-off of credits reached by prescription or by a pronouncement of regularity. Duly summoned, Ms. Eliete remained silent. Subsequently, the Public Prosecutor's Office of Accounts followed the technical unit's understanding. That is the report, Mr. President. Councilors, >> we
have no defense scheduled. No. Uh, I place the matter under discussion. If no one wishes to discuss this, I return the floor to the distinguished rapporteur for his proposed decision. >> Thank you, Mr. President. Regarding the irregularities in the accounting entry for credits due to damage to assets, without the corresponding write-off or provision for losses, it is observed that the manager took the necessary measures to correct the identified flaws. The audited unit identified and carried out the write-off of said credits. However, the technical unit pointed out that the descriptions contained therein were generic, and inconsistencies
remained in the corrective records presented. Thus, I find it pertinent to issue a recommendation to the audited unit to periodically review its accounting records regarding credits registered as assets, proceeding in a timely manner with write-offs and loss adjustments when unrecoverability, prescription, or a definitive ruling from this Court of Accounts is established, in compliance with Law 4320 and the Accounting Manual Applied to the Public Sector. Regarding the second finding of a deficiency in proactive transparency concerning documents related to voluntary transfers, the audited unit adopted corrective measures during the procedural investigation by demonstrating the supplementation of documentation
available on the Ceplad website, as per item 22, as well as the adoption of internal measures to adapt workflows. Thus, considering that the measures implemented have resolved the impropriety initially observed, I understand that effective compliance with the transparency requirements provided for in Law 12.527 and State Decree 1359 of 2015 has been demonstrated. Regarding the third finding related to the physical performance of actions provided for in the planning instruments out of the total of four actions in which the FDE acted in the PPA in the 2023 fiscal year. Budget execution, in this case liquidated, was centralized
in two actions: the promotion of economic and social infrastructure actions and projects, and support for private sector economic development. The percentages of the physical targets achieved were 54%and 100%, respectively . Likewise, the financing action for micro and small met its objective with the budgetary and financial decentralization of FDE resources to the Citizen Credit program, fostering loans for micro and small entrepreneurs , as provided for in Law 7774 of 2013. Finally, regarding the action of support for municipal development under the Sustainable Xingu plan, although it planned to serve 10 municipalities, it showed no physical execution in
the evaluated period. To that end, the management unit highlighted, as an obstacle to operationalizing the plan, the regulatory absence of fulfillment of the established goals, given that, quote: "although there were resources provided for in the 2023 Annual Budget Law (LOA), Resolution 2 of 2023 of the FDE Management Council, which regulated the distribution and execution modalities of the water resources, was prepared and published only at the end of the fiscal year, which made its operationalization unfeasible that year ." End quote. Therefore, the technical unit's observation regarding the unsatisfactory performance in reaching the targets of the first
action is relevant, as it may reveal a weakness in reconciling planned programming with the execution of actions and expected results. However, I disagree with issuing a reservation to the management unit, since there are various factors that impact budget execution and no failure in planning or control by the jurisdictional units associated with these government actions was demonstrated. Thus, it is proposed that a recommendation be issued to the FDE to adjust its physical targets in line with budget and financial projections, so that the achievement of goals is increasingly balanced, approximated, and compatible with budgeted values and coherent
with projected targets. Finally, regarding the last finding on inconsistencies in daily compliance, the technical unit identified pending issues regarding the verification of procedural acts and difficulties in the internal workflow of documents, which weakens the primary reliability of the documents produced. Nevertheless, I agree with the technical unit and the Public Prosecutor's Office that the situation did not generate more serious consequences in the audited financial year. Thus, the audited unit is recommended to improve procedures related to daily compliance, in compliance with AGE Ordinance 122/2008, as well as adopt measures to ensure the timely registration of compliances in
the Integrated Financial Administration System, SIAFI. In this way, the improprieties verified in the present process do not possess sufficient gravity to serve as a generalization of the judgment of merit over the entire management examined, and such circumstances, in this specific case, lead to a judgment of regularity of accounts. In this sense, I mention judgment 69152. Given the above, the reporting councilor proposes the regularity of the accounts with the recommendations mentioned in items 3, 12, and 14 of the proposal. That is the proposal. Present. Councilors. I ask the honorable councilors if there is any dissenting vote.
There being none, I also join the rapporteur for regular accounts with recommendations. That is all. And I request the secretary to proceed with the agenda. >> Item three of the agenda is process 7979 of 2022, which deals with the assessment for registration purposes of the retirement act in favor of Vera Lúcia Araújo S., under the rapporteurship of her excellency, Councilor Lurdes Lima. >> I give the floor to the distinguished rapporteur. Her excellency, Councilor Lurdes Lima. >> Thank you very much, Mr. President. I greet Your Excellency, Dr. Fernando de Castro Ribeiro, our distinguished president. I greet
our distinguished representative here from the Public Prosecutor's Office of Accounts, Dr. Daniela Daniele, right? We also greet our Former president, but always president, Dr. Cipriano Sabino de Oliveira Júnior, Dr. Luís da Cunha and Dr. Odilon, to whom I would like to say right now that today our dear colleague Odilon, Counselor Odilon, already mentioned here by our president , has opened this space for us to greet him. And I will also take this opportunity to tell you that Your Excellency is celebrating another year of life and obviously we could not miss this opportunity. We had already
prepared a a speech, but I will do just the first first paragraph and then I will at the end, you see, president, still conclude, right? Uh, that I could not let this opportunity pass to address you with a few words of affection and recognition. And later on , after closing the agenda, when the time comes, I will complete my tributes to Your Excellency. My good morning also to Dr. Daniel said there were three, right? We are Libras, myself, Dr. Rosa and Dr. Odilão. It's every week, right? One is right at the beginning of the month
of October, we are here, uh, celebrating. I mean, for me, a birthday, even if there is no music or cake, the celebration for us is always sincere. Also to Dr. Rosa, I greet Your Excellency and I greet the substitute counselors, Dr. Daniel, Dr. Edivaldo. We would like to greet Dr. Jorginho, Jorge Batista and Jorge and Dr., and in your persons we will greet all the civil servants of this court of accounts and the Public Ministry of Accounts, as well as those who follow us through social media. Let's go to the files. These proceedings concern the
assessment of legality, for registration purposes, of the retirement act in favor of Vera Lúcia Araújo Sales, in the position of special class teacher, belonging to the staff of the State Department of Education (SEDUC), under the terms of Ordinance number 2063, of September 3, 2020, published in the Official Gazette on October 1, 2020, item 1. The Personnel and Pensions Comptroller issued an opinion, item 21, recommending the approval of the retirement act. As well as the Public Ministry of Accounts, in an opinion, item 24, which follows the technical unit's manifestation, opining favorably for the registration of the
retirement act; however, it requests that recommendations be issued to GEPS to include in the case file copies of the diplomas for the undergraduate and postgraduate courses that supported the granting of the progressive and tenure bonuses, respectively. This rapporteur ordered an investigation to notify IGEPS, item 26, for the adoption of the measures necessary for the exact fulfillment of the present retirement. After the notification from IGEPS, the social security authority, item 38, annex 3, forwarded the relevant documentation. In a new report, both the CPP and the CPP opined in favor of granting the registration in item 44,
as well as in a supplementary opinion in item 47, the honorable Public Prosecutor's Office fully agrees with the CPP. That is the report, Mr. President, fellow councilors. I open the matter for discussion. If no one wishes to discuss, I return the floor to the distinguished rapporteur to cast her vote. Given the above. Considering the statements issued by the Personnel and Pensions Comptroller's Office, as well as by the honorable Public Audit Prosecutor's Office, I judge in favor of granting the registration of the retirement act for Vera Lúcia Araújo Sales, in the position of teacher, special class,
level one, belonging to the staff of the State Department of Education (Seduc), pursuant to Ordinance number 2060. 63, of September 3, 2020, published in the Official Gazette on October 1, 2020. Item one. This is how I vote, Mr. President, Madam Councilor, and fellow councilors. >> I ask the Madam Councilor and fellow councilors if there is any dissenting vote. Seeing none, I also join the rapporteur in granting the registration . I ask the secretary to proceed with the agenda. >> Item 4 of the agenda is case 693 of 2023, which deals with the representation filed against
the Legislative Assembly of the State of Pará. Rapporteur, His Excellency Councilor Cipriano Sabino. >> The floor is with the distinguished rapporteur, His Excellency Councilor Cipriano Sabino. >> Good morning, President. I greet Your Excellency, Councilor Fernando Ribeiro, Ms. Daniele Costa, always welcome, Doctor. Councilor President Lud Lima, always president, our dean. Councilor President Luiz Cunha, also always president. Councilor President, who is celebrating a birthday today, always president. Dr. Teixeira, good morning, Excellency. Eh, likewise, I want to greet Your Excellency, wish you much health, joy, and wisdom for you. May God always bless you. and extend His blessings
to you and your entire family . With all my heart, my sincere, spontaneous, and, how can I say, improvised wish, but it is the heart that speaks to Your Excellency, my true feeling. President Odilon, my congratulations. Councilor Rosa Egídia , always president, dearest. I also greet Dr. Substitute Councilor Daniel Melo, Professor Daniel, Dr. Edivaldo Souza, good morning, Excellency. And I also greet, President, your team, through Dr. Jorginho, Dr. Alan Moreira, Ana Cláudia Moutinho, and the entire secretariat team. On their behalf, I want to greet the civil servants of the State Audit Court of Pará, who
are Dr. Bárbara, Dr. Gustavo, Valmir Clemente, Isadora Nunes, Rafael Souza, Thiago Andrade, Elane Soares, Pedro Henrique, Luís Paulo, and all the staff members of our court. I also greet the regional unit one over in Santarém, in western Pará, in the person of Dr. Antônio Carlos, and our entire team there in Santarém. Thank you very much for your attendance and support to the presidency's team, as well as the regional unit two in Marabá, all the staff, Dr. Rafael Laredo, and our entire team from the presidency working in the southern and southeastern region of the state. To
our online viewers, thank you very much for your attendance and affection. Dr. José Tubiba, as I said, right? Right, Dr. Lourdes, he is Zé Tavares, isn't he? He is not the president of the court in Portugal, but he is the president from Irituia, from Councilor Lourdes 'home, from Councilor Lourdes' heart. >> Thank you. >> Dr. José Tuba, thank you very much for your attendance. Best wishes to you and your whole family, and to all the viewers following this session. Thank you, Mr. President. This case is a representation with a request for a preliminary injunction, filed
by the company CEST Minas Energia e Serviços against the State Legislative Assembly, regarding alleged irregularities related to electronic auction number 002/2023, the object of which consists of hiring a specialized company to provide preventive and corrective maintenance services for refrigeration equipment, including the supply of labor, consumables, and original or similar parts. The representation alleged, in summary, the existence of procedural flaws in the bidding process , stemming from the lack of response to requests for clarification that were denied, as well as access and technical visits; the alleged improper qualification of the company declared the winner, due to
the alleged non-compliance with the requirements of the notice; and the acceptance of a proposal allegedly overestimated in defiance of the principles of economy in the selection of proposals, in this case, the selection of the most advantageous one. In the end, it requested the granting of a preliminary injunction to suspend the tender and, on the merits, the annulment of electronic auction 002/2023, with the accountability of the public agents and the company, and all those involved. The winner for the irregularities, the accountability for the irregularities that were pointed out here by them. The State Court of Auditors
'Prosecution Office opined for the admissibility of the representation. Regarding the request for a preliminary injunction, it was verified that electronic auction 002 was suspended by the administration itself, and a new bidding procedure was initiated for the contracting of the same object. A circumstance that resulted in the supervening loss of the object of the preliminary injunction. My dear president, the Internal Control Secretariat, after re-examining the matter in light of the entire bidding process forwarded by ALEP, the Legislative Assembly of the State of Pará, concluded that the formal improprieties identified in the original contest were, uh, overcome
by the suspension of electronic auction 002/2023 and by the initiation of a new bidding procedure. Thus, maintaining the understanding for the dismissal of the representation and the consequent archiving of the case files. And the Public Ministry of Accounts, which is here with us, Dr. Daniele Costa, understands that the exercise of self-governance by the Assembly prior to this Court's ruling on the merits rendered the examination of the allegations formulated by the representative moot. And so the Public Ministry opts for the admission of the representation and, on the merits, for the recognition—pardon me—of the supervening loss of
the object and its consequent archiving. That is what the Public Ministry says. Mr. President, this is the report. >> I open the matter for discussion. If no one wishes to discuss, I return the floor to the distinguished rapporteur to cast his vote. Upon analyzing the points raised by the representative, as well as the documents related to electronic auction 002/2023, it is noted that said contest was suspended by the administration itself, and a new bidding procedure was initiated for the contracting of the same object. In this context, it is verified that the supervening action of the
administration, through the suspension of the original procedure and the initiation of a new contest, removed the concrete effects of the improprieties pointed out by this representation, with no elements indicating the occurrence of damage to the treasury or the persistence of irregularities in the new procedure. Given the above, President, considering the supervening loss of the object of the representation, I concur with the conclusions of our technical sector and the Office of the Public Prosecutor. I admit the present representation and, on the merits, recognize the supervening loss of the object, thus ordering the archiving of the case
files. This is my vote, President. >> I ask the councilwomen and councilmen if there is any dissenting vote. There being none, I also join the rapporteur for the admission and acknowledgment of the loss of object with the consequent archiving of the process, and I ask the secretary to proceed with the agenda. Item five on the agenda is case 0318 of 2022, which deals with the accountability of the agreement signed by the city government of Castanhal, with Mr. Paulo Sérgio Rodrigues Titã and Mr. Pedro Coelho da Moda listed as the responsible parties. Pilho. The rapporteurship belongs
to His Excellency, Councilor Cipriano Sabino. I give the floor to the distinguished rapporteur, His Excellency, Councilor Cipriano Sabino. >> A case very well announced by the secretary, Dr. Jorge, it concerns the accountability of Agreement 063/2018, which was carried out between the State Secretariat for Urban Development and Public Works, now CEOP, and the Municipal Government of Castanhal, under the responsibility of Mr. Pedro Coelho da Mota Filho, former mayor, and Mr. Paulo Sérgio Rodrigues Titã, mayor during the period from 06/07/2018 to 05/28/2021. The value of the agreement, Mr. President, was R $ 188,615.57, with 138,615.57 as a
state counterpart, that is, from the taxpayer , and R $ 50,000 from the municipality's own funds, which also come from the taxpayer. The agreement had as its object the construction of the motorcycle taxi drivers' headquarters in the municipality of Castanhal, through the transfer of financial resources and the establishment of general bases for mutual cooperation between the State, through CEDOP, and the Municipal Government of Castanhal, in accordance with the work plan, specifications, and spreadsheets contained in the case file . After analyzing the expenditure documentation presented in the case, the Secretariat for External Control, our CGEX, CGS,
in its final technical report and the other Public Prosecutor's Office of Accounts, Dr. Daniele is here with us, and they opine for the regularity of the accounts, with the Public Prosecutor's Office of Accounts suggesting recommendations to the Municipal Government of Castanhal and the State Secretariat for Urban Development and Public Works. This is the report on the case, Mr. President. >> I open the subject for discussion. If no one wishes to discuss it, I return the floor to the distinguished rapporteur to deliver his vote. Considering that the documentation presented in the case is capable of proving
the full application of the transferred public resources, I judge the accounts under the responsibility of Mr. Pedro Coelho da Mota Filho, former mayor, and Paulo Sérgio Rodrigues Titã, mayor, to be regular, in accordance with article 56, item 1, of the Organic Law of the Court of Accounts of the State of Pará. I also determine, Mr. President, that the Municipal Government of Castanhal and the State Secretariat for Urban Development and Public Works be notified of the recommendations contained in the records and the conclusions pointed out in the opinion of the Public Prosecutor's Office of Accounts. That
is my vote. Mr. President, regarding recommendations, uh, notification, and regular accounts. >> I ask the honorable councilwomen and councilmen if there is any dissenting vote. There being none, I also join the rapporteur for regular accounts, in the case of the two responsible parties, the two former mayors, with recommendations, and I request the secretary to proceed with the agenda. >> Item six on the agenda is case 9548 of 2022 and deals with the assessment for the purpose of registering the retirement act in favor of Edna Maria dos Anjos Santos. Rapporteurship of Her Excellency Councilor Rosa Egídia.
>> The floor is with the distinguished rapporteur. Her Excellency Councilor Rosa Egídia. Thank you, Mr. President. I greet Your Excellency. I greet our prosecutor of accounts, Dr. Daniele Costa. Good morning. I greet my peers, all the former presidents of this house , councilwoman Lourdes Lima, councilman Cipriano Sabino, councilman Luiz Cúnia , and the birthday celebrant of the day , councilman Odilon Teixeira, to whom I extend a special greeting, wishing him much health and much joy alongside his beloved family. I know that Your Excellency is hosting your son today. You have much to celebrate. May God
and Our Lady of Nazareth bless your life and your career, and we also thank you for your presence in this house, a contribution of so many years from someone imported from Santa Catarina who has done so much good for our court . It is a joy to serve alongside Your Excellency in this plenary. I also greet our substitute councilmen, Dr. Edivaldo and Dr. Daniel. I greet, through Secretary Dr. Jorge and Undersecretary Dr. Alan, all those present here, lawyers, managers, the regulated public, civil servants who are here, and also those who follow us virtually. I move
on to the report. This process deals with the assessment for the purposes of legality review and registration of the retirement act substantiated in Ordinance 1187 of 2021 in favor of the interested party, Edna Maria dos Anjos Santos, who holds the position of teacher, class 2, level K. Today is Teacher's Day. On her behalf, I greet all the teachers of our state. She belongs to the staff of the State Department of Education. The CPP, in a technical report, found that although the documents instructing the case file point to the retirement act of Edna Maria dos Anjos
Santos, the original electronic submission refers to a different beneficiary, Ms. Selma Lúcia do Rosário Cabral, who holds the position of attendant. Therefore, there is an unequivocal dissociation between the content of the submission that delimits the object submitted for registration and the respective documentary instruction. It was also determined that Ordinance 1187 of 2021 had already been the subject of assessment and registration by this court in the case files of process T9547 of 2022. The technical unit concluded that the defect does not allow for remediation through diligence , opining for the dismissal of the process without resolution
of the merits due to ineptitude. with the archiving of the case files, without prejudice to a new regular submission of the act regarding Ms. Selma Lúcia do Rosário Cabral. The Public Ministry of Accounts agreed with the technical unit, opining for the dismissal of the process without resolution of the merits, with the consequent archiving and determination to the social security authority to forward the retirement act of Ms. Selma Lúcia do Rosário Cabral with the related documentation. This is the report. Mr. President, honorable council members, >> I place the matter under discussion. If no one wishes to
discuss it, I return the floor to the distinguished rapporteur to deliver her vote. >> Thank you, President. Upon analyzing the case files, it is verified that the present matter does not meet the requirements for valid continuation, necessitating its dismissal without resolution of merits, in accordance with the findings of the technical unit and the Public Prosecution of Accounts. Indeed, under the model established by resolutions 18,974 of 2017 and 19,254 of 2021 of this Court. The electronic submission constitutes the formal means of forwarding the act subject to registration, with structured data playing a central role in defining
the procedural object, upon which automated checks of the retirement module are applied, while the documents made available in the system must correspond with the submission. In this specific case, however, there is an unequivocal dissociation, as I have already mentioned, between these elements. While the documentation in the files refers to the retirement of Edna Maria dos Anjos Santos, the structured data of the submission identifies a different beneficiary, Ms. Selma Lúcia do Rosário Cabral. Such a discrepancy prevents the examination of the legality of the act, as it is impossible to compare the submission data with documents of
a different person. Furthermore, as well highlighted by the technical unit and the ministerial body, Ordinance number 1187, regarding Edna Maria dos Anjos Santos, has already been reviewed and registered by this Court in the case file 9547 of 2022, meaning this is not a mere duplicate submission, but an electronic submission regarding Selma Lúcia do Rosário Cabral that arrived unaccompanied by the respective documents. It is emphasized that the flaw cannot be rectified by diligence, since the subsequent addition of documentation would not correct the defect of the original submission, which would remain dissociated from its corresponding instruction and
outside the system's automations; besides preventing the proper submission of the act to the electronic checks of the retirement module, which only apply to the elements originally forwarded. Therefore, this is not a matter of simple documentary supplementation or formal correction, but of an original defect that compromises the very integrity of the electronic process and does not allow for remediation, as well pointed out by the technical unit and the ministerial body. In view of the above, following both, I vote for the dismissal of the process without resolution of merits, due to the incurable defect verified in the
original electronic submission, based on article 290 of the internal regulations of this house. I further order the social security authority to promote the forwarding of a new regular submission of the retirement act of Ms. Selma Lúcia do Rosário Cabral, accompanied by the related documentation. That is my vote, Mr. President, fellow councilors. I ask the councilor. Sir, incidentally, it reminds me that it would be appropriate for us to establish a deadline of 15 days, 30 days. >> 30 days. >> 30 days. >> OK. >> So, add that, please. I ask the council member, and fellow council
members, if there is any dissenting vote; there being none, I also join the rapporteur for the dismissal of the proceedings without resolution of the merits, with a determination to GEPS regarding the rectification, accompanied by documentary proof of the new retirement . That is correct, council member. It is not a matter of rectification, Mr. President. He needs to start the process over so that our system can absorb >> the information. >> It would be a brand new process with the related documentation. Exactly. It is the recomposition of a new process, >> right? And with a 30-day
deadline. I ask the secretary to proceed with the agenda. >> Item seven on the agenda is case 3641 of 2023, which concerns the assessment for registration purposes of the retirement act in favor of Inete de Jesus Furtado Sotelo. The rapporteur is Her Excellency Council Member Rosa Egídia. >> I give the floor to the distinguished rapporteur, Her Excellency Council Member Rosa Egídia. Thank you, Mr. President. This case concerns the assessment of legality for the purpose of registering the act of granting retirement, substantiated by Ordinance 650 of 2023, in favor of Inete de Jesus Furtado Sotelo, in
the position of judicial analyst in social work, assigned to the judicial district of Belém, belonging to the staff of the Court of Justice of the State of Pará. Following the investigation, the CPP suggested the approval of the registration, since the relevant constitutional and legal requirements have been respected. Likewise, the Public Prosecutor's Office of Accounts understood and recommends the registration of the act, as all requirements provided for by law have been met. This is the report. Mr. President, council members, >> I submit the matter for discussion. If no one wishes to discuss it, I return the
floor to the distinguished rapporteur to deliver her vote. Considering that all relevant legal requirements have been observed, as validated by the technical unit and the ministerial body, I approve the registration of Ordinance 650 of 2023 in favor of Inete de Jesus Furtado Sotelo, in accordance with Article 109, first item, of the internal regulations of this House. That is my vote, Mr. President, and fellow council members; if there is any dissenting vote. There being none, I also join the rapporteur in approving the registration and I ask the secretary to proceed with the agenda. >> Item eight
on the agenda is case 3384 of 2024, which concerns the assessment for registration purposes of the pension act in favor of the dependents of the former insured, Edamor da Mota. The rapporteur is Her Excellency Council Member Rosa Egídia. I give >> the floor to the distinguished rapporteur, Her Excellency Council Member Rosa Egídia. Thank you, Mr. President. This case, as correctly stated by the secretary, concerns the assessment of legality, for registration purposes, of the pension act substantiated by Ordinance 1833 of 2021, in favor of Maria Amélia Ribeiro da Mota, as the spouse of the former insured,
Edamar da Mota, who belonged to the inactive staff of the Court of Justice of the State of Pará, where he held the position of Interior Magistrate, who passed away on July 23, 2020, as per the attached death certificate. The CPP, after analyzing the documentation provided, concluded that the legal and constitutional requirements applicable to the case were met, suggesting the approval of the registration of the granting act. The Public Prosecution Office of Accounts, in turn, expressed its support for the approval of the registration, since all applicable legal and regulatory requirements were fulfilled. This is the report.
Mr. President, >> I open the subject for discussion. If no one wishes to discuss, I return the floor to the distinguished rapporteur to deliver her vote. Considering all relevant legal and constitutional requirements met, as validated by both the technical unit and the MPC, I approve the registration under the terms of Article 109, paragraph one, of the internal regulations of this court. I ask the councilor and fellow councilors if there is any dissenting vote. There being none, I also join the rapporteur in approving the registration. I request the secretary to proceed with the agenda. >> Item
9 of the agenda is process 018071 of 2025, which deals with the accountability of the agreement signed by the Federal University of Pará with the Amazon Foundation for the Support of Studies and Research of Pará ( FAPESPA), with the intervention of the Foundation for the Support and Development of Research (FADESP), with Mr. Manuel Zaguri Tourinho as the party responsible for UFPA, and Mr. Roberto Ferraz Barreto for FADESP. The rapporteur is Her Excellency Councilor Rosa Egí. >> The floor is yours, distinguished rapporteur. Her Excellency Councilor Rosa Egí. Thank you, President. The files concern the accountability of
agreement 8 of 2022 concluded between the Amazon Foundation for the Support of Studies and Research, FAPESPA, as the grantor, and the Federal University of Pará as the grantee, with the intervention of the Foundation for the Support and Development of Research, FADESP. The agreement had as its object the execution of a research, development, and innovation project titled Scientific Initiation in the Forma Pará Program, aimed at strengthening undergraduate programs and courses linked to the Forma Pará program, through the granting of institutional quotas for scientific initiation scholarships. The initial support value was set at 527,999. Subsequently, the first
addendum signed on June 21, 2023, provided for the monetary adjustment of the scholarship values and changed the support amount to 671,999 R $ 999.99 with adjustments to the application plan and the disbursement schedule. The first amendment, signed on April 18, 2024, extended the execution and term of the agreement for another 6 months until December 12, 2024, and changed the work plan's execution schedule. In addition to the transferred funds in the aforementioned amount, financial investment yields were accrued in the amount of R $ 71,279.10, totaling the amount of R $ 743,279 R $ 279 available for
the execution of the object. The UFPA non-financial counterpart corresponded to R $ 57,600 and R $ 600, contributed through salaries and benefits of the civil servants involved in the execution and monitoring of project activities. As per the seventh clause of the agreement, the proven expenses reached 617,799.99, R $ 799.99 , with R $ 569,800 related to the payment of scientific initiation scholarships and R $ 47,999.99 related to FADESP's operational expenses. The remaining balance of R $ 125,479 R $ 479.10 was returned to FAPESPA in two installments on April 15, 2025, in the amount of R
$ 125,476.74 and on April 17, 2025, in the amount of R $ 2.27. Regarding physical execution, the institutional technical report submitted by UFPA, on a FAPESPA form, records the implementation of 77 of the 80 planned scholarships. It further informs that 66 scholarship holders completed their research with the delivery of final reports and presentation of results at the 35th UFPA Scientific Initiation Seminar, corresponding to 82.5%of the goal execution indicated in the report. The document concludes that the object of the agreement was executed satisfactorily, a conclusion corroborated by the conclusive report from FAPESPA's Technical Operations Directorate, which
attested to the fulfillment of the object and the return of unexecuted funds. Upon examining the documentation, the technical unit noted that the bank statements covered the period from June 2023 to January 2025, not covering the months from December 2022 to May 2023 and from February to April 2025. It considered, however, that the payment list, scholarship receipts, financial balance sheet, execution reports, internal control opinion, and proof of return allowed for establishing the causal link and verifying the regular application of funds. The Third Comptroller of Management Accounts pointed out that the accountability report was sent to this
Court on August 18, 2025, and, considering that the agreement's term ended on December 12, 2024, the 240-day regulatory deadline would have ended on August 11, 2025, with the submission occurring 7 days late. However, the Third CCG understood that the delay constituted a mitigable formal failure, without prejudice to the analysis of the accounts or the public treasury, and did not suggest the application of a fine to Mr. Davidson Andrei Medrado Gonçalves, who was responsible for the submission at the time. Following the procedural instruction, the Third CCG opined for the regularity of the accounts, in the amount
of R $ 743,279.00, for which Mr. Emanuel Zaguri Tourinho, UFPA rector at the time, and Mr. Roberto Ferraz Barreto, FADESP executive director, are responsible, based on article 56, item 1, of State Complementary Law 81, of 2012, our organic law, combined with article 158, item 1, of Act 63, of 2012 , our internal regulations. The Public Ministry of Accounts also opined for the regularity of the accounts with the discharge of the individuals identified above under the same legal basis. This is the report, Mr. President, gentlemen . >> Subject under discussion. If no one wishes to discuss,
I return the floor to the distinguished rapporteur to deliver her vote. >> Thank you. Preliminarily, regarding timeliness, although the documentation was resubmitted under the appropriate classification on August 18, 2025, Official Letter 216 of 2025 informs that it had already been forwarded on August 7, 2025, through electronic protocol number 17,449 of 2025, before the deadline of August 11, 2025, with the resubmission resulting only from the unavailability of the correct option in the subject field of the ETCE portal. I therefore consider the accountability to be timely. On the merits, the documentation gathered in the case files demonstrates
that the resources were applied to the agreed-upon purpose. Financial execution included the payment of R $ 569,800.00 in scientific initiation scholarships and R $ 47,999.99 in FADESP operational expenses, totaling the amount of R $ 617,799.99. The remaining balance of R $ 125,479.01, corresponding to the unexecuted portion and financial returns, was fully returned to FAPESPA, as per the vouchers contained in the case files. On the physical level, although not all 80 scholarships initially planned were implemented, 77 were implemented and 66 scholarship holders concluded their research with the submission of final reports and the presentation of results
at the 35th UFPA Scientific Initiation Seminar. The convenor's report qualified the execution of the object as satisfactory, and the conclusive report from the FAPESPA Technical Operations Directorate attested to the fulfillment of the agreement's object. The evidentiary body thus demonstrates the achievement of the essential results of the agreement without any evidence of misuse of funds or damage to the public treasury. The incompleteness of bank statements for certain periods does not compromise the reliability of the accountability, as it was supplemented for control purposes by comparing the financial balance sheet, payment schedules, receipts, execution reports, internal control opinions,
and proof of balance refunds. These elements allow for the verification of the origin and destination of funds, as well as the causal link between expenses and the object of the agreement. In this context, the converging statements from the technical unit and the Public Ministry of Accounts, in favor of the regularity of the accounts, are supported by the evidence contained in the case files. Given the above, accepting the statements of the Third CCG and the MPC, I judge as regular the accounts related to the execution of Agreement number 8 of 2022, in the amount already referred
to, under the responsibility of Mr. Emanuel Aguri Tourinho, then-rector of UFPA, and Mr. Roberto Ferraz Barreto, executive director of FADESP, pursuant to Article 56, item I, of State Supplementary Law 81 of 2012, combined with Article 158, item I, of Act 63 of 2012. This is my vote, Mr. President, fellow councilors. I ask the councilors if there are any dissenting votes. Seeing none, I also join the rapporteur in finding the accounts regular, and I ask the secretary to announce the last item on the agenda of cases. Number 10 on the agenda is process 014389 of 2023,
which concerns the review for the purpose of registering the retirement act in favor of Odet do Socorro de Souza Abraão. The rapporteur is His Excellency, Substitute Councilor Daniel Melo. >> The floor is yours, honorable rapporteur, His Excellency Substitute Councilor Daniel Melo. >> Thank you, Mr. President. The case files refer to the legality for the purpose of registering the retirement act, substantiated by Decree 1436 of 2022, in favor of Socorro de Souza Abraão. Both the CPP and the Public Ministry of Accounts have opined in favor of granting the registration of the ordinance. This is the report,
Mr. President, fellow councilors. >> I open the subject for discussion. If no one wishes to discuss, I return the floor to the rapporteur for his proposed decision. >> Considering that the retirement act is in compliance with legal standards, I propose to the honorable plenary the granting of the registration of Decree 1436/2022 in favor of Odet do Socorro de Souza Abraão. This is my proposal, Mr. President, fellow councilors. >> I ask the councilors if there are any dissenting votes. Seeing none, I also join the rapporteur in favor of granting the registration. With the agenda of cases
concluded, we have one item for deliberation on administrative matters. I submit to the plenary for deliberation the proposal to extend the validity period of public competition number 1 of 2024 for an equal period of 2 years, starting from December 4, 2026 . I open the floor for discussion. If no one wishes to discuss, we shall proceed to a vote. As there are no dissenting opinions, it is approved. I now yield the floor to Honorable Councilor Lourdes Lima for the well-deserved tributes to our birthday celebrant today, Councilor Odilon Teixeira. Thank you very much, Mr. President. Uh,
I will add to what I had thought of and prepared before coming here regarding this day, which is the birthday of Your Excellency, Dr. Councilor Dr. Odilon Inácio Teixeira. Your trajectory is marked by dedication to public service, technical knowledge, and commitment to the institutions with which Your Excellency has been working. Since joining this Court of Accounts, Your Excellency has contributed significantly to the strengthening of the State of Pará Audit Court, whether in the exercise of your duties as a councilor, or in the important responsibilities you have assumed over these years, especially in the presidency of
this court, in the ombudsman's office, and in the internal affairs office of this court as well. Today, beyond professional recognition, we want to wish you, above all, happiness as the human being behind this entire trajectory. May this new cycle be accompanied by much health, peace, serenity, and achievements. And through the intercession of Our Lady of Nazareth, patroness of the people of Pará, whom Your Excellency chose to live among in this state, we can certainly consider you a son of the Mother of Nazareth, as a true native of Pará. May God continue to illuminate your paths,
renew your strength, and bless your life and that of your wonderful family. Please receive our warm embrace, our congratulations, and all the best in your life. Congratulations, Dr. Odilon Inácio Teixeira. Councilor Luiz Cúa. >> President, good morning, Your Excellency. Today I had no cases, so it was easier for me. I greet Dr. Daniela, you are always welcome. Dr. Daniele, representing the MPC. My colleagues Luima, Cipriano Sabino, our birthday boy Teixeira, Dr. Rosídia, substitute councilor Dr. Daniel Vidivaldo, our staff members present here, Dr. Jorginho, Dr. Alan, and on behalf of you all, I greet those who
support us in holding this session, and the internet users following us, represented by José Tubiba, directly from Rituê. I hope he is well, Councilor Lourdes. I requested the floor, Mr. President, to speak about Councilor Odilon. Uh, uh, it is a happy coincidence that today's session falls on his birthday. And friend, I call him that because I consider him a friend. What do we wish for a friend? What could be better? Health, peace, complete happiness, and for those who work, we always wish for a prosperous life. So all of this, these words, these phrases, so that
you may continue your journey here, happy and contributing, and you certainly contribute a lot to strengthen our institution, the Brazilian external control. We really need you, your intelligence, and your commitment. We see that the more we do, the more there is to be done. Things change very quickly and we need to keep evolving. And as a public servant and citizen, Lon Teixeira, I always see you evolving , studying, caring, and wanting to improve. So, keep being enthusiastic and fighting to make this institution better every day. May God bless you. Happy birthday, >> Councilor. Councilor, I
have already given a brief account from the heart, and again from the heart, in a totally improvised way. I look at Your Excellency, we have always had an excellent relationship. I learn a lot from Your Excellency, sincerely. I am, thank God, 62 years old. I am no longer at an age to say things that are not from the heart, in truth, right? To butter someone up or things like that. Besides, that is not for me to do. And what I want to tell you is that it is truly my heart speaking to Your Excellency. I
see Your Excellency, and a movie plays in my head from the beginning, back when we were here, and Your Excellency has already been here for 17 years. 16, 17 years, something like that, right? >> So, as Councilor Rosa said, Your Excellency came from far away with other colleagues, right? Dr. Patrícia came, went back, went to...But, in any case, every time I have been with Your Excellency, in every moment, we are always here, almost every day, Your Excellency has always been very affectionate, kind, and attentive to me , with respect, with affection, and I always say
this openly, I seek to learn , to listen to Your Excellency, and it is indeed like that, right? I think a very important human virtue is being open to learning, being open to listening. It is very difficult for people who think they already know everything. Perhaps that is the greatest ignorance a person can have, is to think they are imposing, Your Excellency. On the contrary, I try to be like this: a humble person, a person who has an extraordinary heart, and I have a lot of affection and respect for Your Excellency. Your Excellency knows how
many times I have humbly come to speak in various situations, and Your Excellency knows that everything I am relating here is based on reality. So, I thank you for being here with us all these years. You thought about it back then with your family, saying, "I'm going to the Pará court," and you came , and thank God, you help us a lot here . There have been various missions that Your Excellency has taken on with great dedication and excellence, setting an example for us and for all of Brazil. And wherever Your Excellency was nominated by
me, by President Fernando, by Luís, by Lourdes—going to Tricom, to the IRB, or wherever else. Your Excellency did it very well, honoring not only your own name and reputation but also honoring the Court of Accounts of the State of Pará throughout Brazil , right? All the courts, all the presidents of the IRB, of Tricom, everyone has a lot of respect and they honor Your Excellency. In the sense that everything I am saying is the truth. So, Counselor Dilon, these are my compliments. Saying from the heart, in an impromptu way, it compels me to tell Your
Excellency and to thank Your Excellency once again for everything, and that God our Lord knows everything, right? May He bless you, bless the beautiful family you have, whom you love so much, which we know, and we have also learned to admire that side of you, right? Wishing you much health, much success, many years of life, and of work. And we hear rumors here that you want to go here or there; don't go. Stay here with us, don't leave, stay here, because I think all the counselors here, if they could, would want you to stay. So,
having said that, I know that whatever position in the Republic Your Excellency may assume, you will do it very well and...I know I do this, and Counselor Rosa is asking. I know, but anyway, as we talk from time to time, the truth is that it is not impossible, but it is an honor for us to have a person of this level, you understand? That wherever they are, they will do a brilliant job, and reiterating, you will stay here with us ; we will do everything so you don't leave, so you can continue helping us. So,
Counselor Dilon, from the heart, may Your Excellency be happy with your family and, humbly, thank you. I know Your Excellency doesn't need anything, but count on your friend for whatever you need. Uh, I will always be by your side at all times that are possible, that I can. I know Your Excellency doesn't need it, but that is my message . A great day for Your Excellency. Reflect, give thanks to God, our Lord. Your Excellency is strong, firm, uh, getting better every time, intelligent, right? A dedicated worker. So, many congratulations to Your Excellency, peace in your
heart and may God continue to bless you. Thank you very much, >> right? Do we have wishes from Dr. Rosa, would you still like to speak? Ah, M. M , >> I have already offered my congratulations publicly and privately. Uh, I just reiterate everything that was said here, all the praise. Councilor L is deserving of each one of them. >> Our Accounts Prosecutor has asked for the floor. >> Thank you, President. Councilor Odilon, now I would like to add a little to my words. Uh, first of all, I wish you much health on behalf of
the Public Ministry of Accounts on this date. May your life be filled with the best things. And I always think that those born in October are born a step ahead, because they have the blessings of Our Lady, just like Councilor Rosa and Councilor Lourdes, right? And may your life be full of achievements, Councilor , both in your personal and professional life. And may you continue to inspire, may Your Excellency continue to inspire us all, and may this new cycle also be filled with happiness alongside your family and everyone who is special in your life. Please
accept my most sincere birthday wishes. >> Our substitute councilors, if anyone wishes to speak. Dr. Daniel Jalez >> too. >> Dr. Edivaldo too. So, the birthday celebrant of the day has the floor. Good morning, President. >> Good morning. >> I want to greet Your Excellency, thanking you for all the kindness. Your Excellency always leads exceptionally with us all, especially with me. Your words touch the heart of the one who speaks with much joy. Thank you very much indeed. I want to thank Dr. Daniele Costa here and convey my deep gratitude to the prosecutors, to all
the accounts prosecutors. Dr. Guilherme has already sent me messages here; we have known each other for a long time, we worked together at the T7 Santa Catarina. So, it is a long story that would take a few hours to comment on and celebrate, but convey to everyone my gratitude, my affection, my respect. I admire you all. I want to thank here my dean, Councilor Lourdes, for your words, for your always kind manner in dealing with others, right? Your Excellency is an inspiration. Your Excellency is an example. as a mother, as a grandmother, as a human
being. Your Excellency teaches a great deal. I learn so much from Your Excellency. Thank you very much for your kind and generous words to me. Councilor Cipriano, I always say that. Our history, you know, Your Excellency, when you were president, stitched the universe, it conspired in our favor. Yes, so that's how it is, the best speech is truly from the heart, improvised. And the passage of time teaches us that people are just like that, aren't they? And how good it is that they are so different, right? And that we may learn to respect and and
learn from people. You only truly become old, as they say, when you stop learning. And here I see many young people, everyone here is young, right? Young, learning all the time, especially in this technological world that we cannot turn our backs on, with Luisquinho. So, thank you very much for your words. The feeling is mutual as well. It is always a pleasure to sit and talk about various other subjects, and if I can also contribute and help, I am happy. Thank you very much, Councilor Supremo, for everything. Councilor Luiz Cunha, thank you very much for
your words as well. Your Excellency also inspires and teaches. We may occasionally disagree on one thing or another, but I always think to myself, that’s just how it is. This is the richness of being human. The richness of being human, right? We humans have, I think that when God He didn't give us total perfection, but He at least gave us a very specific, very interesting gift, which is intelligence . So we can learn from one another and gather what truly matters. Everyone has something to teach someone, no matter how. Even those who sometimes for some
reason hurt us, for some reason they don't do it consciously, they are still teaching us something, right? And this also alerts us, because we always need to be mindful of how we treat people. People always deserve our respect and our affection. And we need, one thing we learn in life is that kindness begets kindness. And Your Excellency is very kind to me. Thank you very much from the bottom of my heart. I want to say to Councilor Rosegídia, Your Excellency, and Councilor Lourdes, we are truly blessed. I didn't know. I went on to learn many
things about Pará, Councilor Rosa, by coming here. And it is a mistake that exists in history books. Many in the South and Southeast don't know that the north of the country didn't report to Rio de Janeiro during the colonial period; it reported directly to Lisbon. And sometimes we learn a mistaken history. I, upon coming here, upon pursuing my master's degree, was when I came to better understand the history of this region, so rich, so wonderful, right, so pleasant to live in. And a bit of its culture and of Our Lady, this beauty that radiates, right,
that has the faith, the cultural and material heritage of this state. This is very gratifying, isn't it? And your words touch this little heart and bring an enormous joy. And I am very proud, I’ve already told you this, to work by your side. I want to say to the substitute councilors, Daniel, Daniel Melo, Edivaldo Souza, thank you very much for your kind words, right, Daniel ? You are a fellow native of Santa Catarina as well, and Edivaldo, too, right? We learn, right, from life. And you mentioned that I was born on Teacher's Day. Did you
know that you said that on your birthday you had a problem at school, right? I also used to avoid it because I didn't want to overshadow them. Mind you, my colleagues always wanted to congratulate me, but no, today is their day, let’s do this another day, let’s celebrate another day, I celebrate at home, not here, here it’s the teacher who has to shine, right? It’s a happy coincidence to have been born on this day. And Daniel, I learn more than I teach, right? I learn from you, I learn from Edivaldo, Dr. Julival has already sent
me a message here, I want to record it for him, Dr. Milene, right? My gratitude also and to all those civil servants, in the figures of Jorge and Alan who sent me messages, my deep gratitude and you help this court so much, right? If this court has a name, has a history, it's not just because of the members, but mainly the civil servants, right? All the support, all the operational work is done by you. So you, my enormous gratitude to you all, and to those listening to us as well, my good morning. And I have
already received messages here from other people too. from outside the institution. We have this joy, Counselor de Jon, of leaving a little bit of longing behind, right? So, I have left a little bit of longing wherever I have gone. So, what I ask, uh, President, of God is that He grants me health. Councilors, uh, recalled the date here, and from here on, if God allows it, if His plans aren't otherwise, Councilor, I have 20 more years ahead of me. So, uh, I ask God for good health, because we can chase after the rest. And that
He grants me health so I can honor every word from your excellencies. Honor every word from your excellencies, wishing you double what you wished me. Thank you all very much, President. I am very happy. So now let's sing happy birthday to you, for Councilor Dilon. Let's. Happy birthday to you, on this special day. Much happiness, many years of life . Invoking that we continue under God's protection, thanking everyone for their presence and participation, I declare this session closed.
