Marvel's Illuminati who are they after the events of the crease skull War the heroes of Earth gathered together the most powerful and intelligent individuals in secret in wakanda Tony Stark tells the others that the superhero Community is the only thing that can protect the Earth during large-scale events and points out that if information could be shared amongst the heroes the devastation of Earth could have been avoided to this purpose Tony proposes an organization to govern the superheroes those gathered discuss the pros and the cons of such an organization deciding that such a group would be

bogged down by bureaucracy the group decides to instead have secret meetings this way they can share the information and the decisions that will better the Earth only black panther declines the offer believing that the heroes think too highly of themselves and that chaos will ensue when they start to disagree eventually they destroy the entire Multiverse because they can't agree but that's another story
